| B. PURPOSE OF THIS MANUAL |

This manual provides analysis of the body of law which
has significant bearing on the creation and operation of public hospital districts in the State of Washington. Its intended audience is commissioners, superintendents, administrators and legal counsel but it may be of use to other district management personnel.

The focus of this manual is upon those requirements which apply to a hospital district because of its unique status as a local government authorized under Washington State statutory and constitutional provisions. In other words, this manual does not analyze the many and various local,
state and federal requirements with which all hospitals must comply.

This manual is intended to be used as a reference source in connection with the administration of public hospital districts.
