The creation of a hospital district (as discussed in Chapter One) can be a tricky legal and political undertaking. However, it is safe to say that the thickest web of confusion for any hospital district relates to the laws triggered by its already-established existence - those state and federal laws which apply to the day-to-day operations. This chapter reviews the management of public hospital districts and examines the multitude of laws affecting "persons" working at or with the district.
