L. HOW TO EXPAND A DISTRICT: CONSOLIDATION

Two public hospital districts may consolidate their boundaries. This can only be done, however, if the two districts have contiguous boundaries. Any type of district, county-wide, intra-county, or inter-county, may consolidate with another contiguous district. The consolidation must be approved by a vote of the residents of both consolidating districts. [RCW 70.44.190]

The law does not spell out the detailed procedures of consolidation. Instead, it defers to another provision of the RCW. This provision outlines the procedure for the consolidation of cities and towns. [RCW 35.10]
