Editor's Note:

The goal of the Association of Washington Public Hospital District's Legal Manual is to provide administrators, commissioners, hospital staff and others with a basic source of information about the legal requirements affecting Washington's Public Hospital Districts. The original edition of this manual took nearly one and a half years to complete. It was developed by the AWPHD Legal Manual Committee whose members are indentified below. Funding for the development of the original edition was provided by the Washington State Hospital Association and The Healthcare Forum.

This edition of the AWPHD Legal Manual reflects the changes in law which have taken place since 1992 and integrates all of the updates into the main body of the Manual. Since 1992 several special topic sections have also been completed and are included in this edition in Chapter Six.

We hope that the Legal Manual continues to serve its purpose as a useful resource on Washington Public Hospital District Law. As always, we would appreciate your thoughts and comments on this publication.
