Revised September 1999 Welcome to Chapter Six of the Public Hospital District Legal Manual. The chapter is entitled Special Legal Issues because it is designed to allow for in-depth coverage of legal topics which are of particular importance to PHDs. To facilitate the in-depth analysis, each topic is called out in its own dedicated section. As mentioned in the introduction of the PHD Legal Manual, this chapter is being expanded topic by topic. Twelve special topics have been identified and so far the writing of six topic sections has been completed. A star next to the topic heading indicates that the topic is still pending. | |
